The language of the note was stiff. Written in Tokyo at the end of November, 1944, and then handed over to the Ministerio De Asuntos Exteriores in Madrid by the Japanese governments represen-tative on 2 December, it was finally delivered by the Spanish Embassy to the United States Depart¬ment of State in Washington, D.C., on 4 Decem¬ber. As one of the rare yet rational diplomatic notesexchanged between the two primary antagonists of the Pacific War, it revealed far more about the desperate defense preparations made by Japan in its last year of war than its writers would have wished to convey.
